The control point. Each approval ties a source zone to attached environmental evidence, an allowed destination, a material classification, a quantity envelope and a cost envelope. Loads inherit it — this is what controls the field team before a paperwork problem can exist.

Governed movements
The worklist of movements awaiting a decision. Assessing one runs the governed transition against its approval envelope: inside the envelope → approved with a receipt and the approval advances; outside it → blocked and routed to a human, with the reason recorded. The decision propagates to Approvals, Overview and Prove It.

Demo: scheduler simulated — jobs run locally in this browser against the loaded dataset. In production they run server-side and deliver to email/Teams.
Rule changes — when the regulation or tariff moves
Tariffs and regulations change — not if, but when. The governing rules are configuration, not code. Change a rule and every approval re-evaluates against it across the whole record; material previously approved for reuse can become non-conforming the moment a criterion tightens, and a tariff move re-prices the routes. The change is itself governed and receipted, with its effective date.

Apply a regulation change — DoWCoP reuse criterion (TPH, zone R2)
A revised criterion has been issued. Tighten the limit, set its effective date, and apply — then go to Approvals / Governed Movements and see the affected approval re-characterised and its movements held.
Apply a tariff change — disposal gate fee (licensed treatment)
A commercial tariff has moved. Change the per-m³ treatment gate fee and apply — the cost of the treatment route is recomputed across approvals, those over their cost envelope are flagged on the Approvals tab, and the economic case shifts toward maximising compliant reuse.
Prove it — the export pack
Every governed decision and rule change leaves a receipt: the approval, the attached evidence, the named authority, the route and the verification state — or the rule, its old→new value and effective date. Act on the other tabs, then export the pack.
